The primary focus of Ms. Thomas' practice is the representation of mandatory Property Owners Associations for planned developments and condominiums. A large portion of her time is devoted to deed restriction interpretation, enforcement and amendment, assessment collections, and contract preparation and interpretation. She has limited her practice to the real estate, construction, collection, commercial and contract law areas.
Additionally, Cecil represents a number of small businesses and provides her services as a real estate attorney to individuals and businesses.
From 1978 to 1980, Cecil's first position in law was as an associate in a general practice firm in Fort Worth. In 1980, she accepted a position as in house counsel at Melody Home Manufacturing Company, a closely held manufactured housing firm, eventually she became the Vice President of Consumer Affairs. While at Melody, Cecil directed the service department and the on-the-job injury program and handled the myriad legal problems that arose in the operation of the business. In 1986, Cecil left Melody to enter the private practice of law as a general practitioner, primarily in business law. As a part time adjunct to her private practice, Cecil accepted a position the legal department of Foster Mortgage Corporation. From 1989 through 1990, Cecil formulated and monitored company policies in regard to environmental hazard and toxic waste issues, resolved consumer complaints and loan servicing problems of all types, and supervised and coordinated defense and prosecution of legal actions at Foster. The focus of her private practice eventually turned primarily to the representation of property owner associations. Over the years, Cecil has represented more than 200 associations, large and small, managed and self-managed.
Cecil was born and raised in Fort Worth, Texas. She attended Nolan High School, went to college at the University of Dallas and received her law degree from Southern Methodist University. She still occasionally takes a class at Tarrant County College, recently successfully completing classes in small engine repair and horticulture
